UFAGJ Sues the Kosovo Accreditation Agency (KAA)!
Today, the “Fehmi Agani” University in Gjakova filed a lawsuit against the Kosovo Accreditation Agency (KAA) in the Basic Court of Prishtina - Department for Administrative Matters, for the refusal of accreditation for two “BA-Professional Bachelor” programs in the Faculty of Medicine, specifically the Nursing Program and the Physiotherapy Program.
To understand more accurately that the refusal has no basis, one only needs to look at Article 26, point 5.3.7 of the Administrative Instruction 15/2018 on the Accreditation of Higher Education Institutions in the Republic of Kosovo. The KAA's refusal decision is based on paragraphs 5.3.4 and 5.3.5 of the same Administrative Instruction, treating the application as if it were a Scientific Bachelor’s degree!
The BA-Professional Bachelor in these two fields is offered in European Universities.
Some evidence:
1. University of Ljubljana, Faculty of Health Sciences, in Slovenia (https://www.uni-lj.si/study/bachelor/zf), in the field of Nursing, they offer a BA in Nursing PP (Professional Program);
2. PXL University of Applied Sciences and Arts, Belgium:(https://www.pxl.be/Pub/International/PXL-University-of-Applied-Sciences-and-Arts/31436-Education/Programmes.html) with a professional title;
3. University of Applied Health Sciences in Zagreb, Croatia: (https://www.zvu.hr/strucni-studij-sestrinstva/?lang=en) where they offer a study program called: Professional Study Program in Nursing with 180 ECTS credits;
4.University of Bjelovar, Croatia: (https://vub.hr/strucni-studij-sestrinstvo-program/), where they offer a study program called: Pre-University Study Program in Nursing, specifically a Professional Study Program in Nursing with 180 ECTS credits, etc.
Despite the complaints, the KAA has shown no objectivity; on the contrary, it has been highly selective against the “Fehmi Agani” University in Gjakova in the accreditation process of programs and institutional accreditation. We will inform further on this matter in the coming days! We are left with no choice but to turn to the judicial authorities.
