The University of Gjakova as an autonomous institution in the heart of an organized society produces, examines, evaluates and transmits culture through research and teaching. To meet the needs of the world around him, research and teaching are morally and intellectually independent of political authority and economic power. The University of Gjakova, rejecting intolerance and always being open to dialogue, is an ideal meeting place for professors capable of disseminating and developing their knowledge through research and innovation to capable and eager students to enrich their minds with that knowledge.

Having these features, which are also basic principles of the Magna Charta Universitarum, has expressed the will which has been confirmed by the Senate for the signing of this declaration and at the same time membership in the association of signatory universities called Magna Charta Observatory.
