The Development of a Comprehensive Performance System of Academic Teacher for The University System of Public Higher Education in Kosovo

Based on this project, all public universities in Kosovo will work together to create a practical model of a comprehensive system of academic teacher performance that will meet the specific needs, concerns and characteristics of teaching staff and administration of each university. In addition, the model will include appropriate standards and guidelines for academic quality and teaching as defined by both the European Association for Quality Assurance in Higher Education (ENQA) and the Kosovo Accreditation Agency (KAA).

The aim of this project is to develop a Comprehensive Performance System of Academic Staff (Faculty Professors) (CASP) for the seven public universities in Kosovo. This project will develop a Comprehensive Performance System for Academic Staff (Faculty Professors) (CASP), using a specific model in agreement with Kosovo's seven public universities. At the same time, the model will be individually tailored to meet the unique mission, vision, values and culture of each university, including its academic teaching staff and administration.

The main objectives of the project are:

• Gain knowledge through review and evaluation of seven public universities

on their status in addressing KAA standards for evaluation and performance of

academic staff (professors).

• Reach consensus on overall goals, objectives and unified approach to

developing a process of evaluation of academic (teaching) staff by leaders

(rectors and academic administrators) of all public universities.

• Develop a comprehensive plan that will use a multi-step process to be implemented in each university and will support the appropriate KAA accreditation standards.

The processes to be used will include:

• In model and values of the parameters of academic teachers (professors) - identifies and defines the roles that academic staff play by identifying current activities in which members are involved as part of their university responsibility. Specifies the relative importance that each role has by determining the values or weight of each role.

• Roles in the role model of academic teachers (professors) and component values - reach consensus on how to identify each of the roles and how they will be evaluated (from minimum to maximum).

• Appropriate sources of information and impact values - identify who will provide the information on which the impact assessments and values from each source will be based on the overall assessment.

• How information should be gathered - from identified and agreed sources that are appropriate.

• Selection /design of evaluation forms, protocols and scales - identifying the best tools to measure, in a valid and reliable way.

 

The projected impact will be:

• The seven public universities will have developed a model of general evaluation of the academic staff (professors), which will be related to the appropriate accreditation standards of the KAA.

• Each university will be provided with the tools and information needed to implement each plan.

 

The expected results in each university, after full implementation, should result as follows:

• (1) improving the quality and relevance of teaching on all university campuses; 

• (2) recognition of the different roles and responsibilities of each professor inside and outside the University;

• (3) promoting the teaching scholarship;

• (4) encouraging the link between teaching and research;

• (5) integrating teacher evaluation and professional development programs;

• (6) the inclusion in a country of decisions on promotion, permanent employment and payment on merit;

• (7) fostering an ethical university community.
